Establishes a 12-member New York Task Force on Agricultural Investment to study and assess the future of agriculture in the state, with expertise in agriculture, economic development, environment, and workforce development.

Appoints members as follows: six by the governor (including commissioners of agriculture, labor, environmental conservation, housing, economic development, and the president of the state energy research and development authority); two by the senate temporary president; two by the assembly speaker; one by the senate minority leader; and one by the assembly minority leader.

Requires the task force to study and develop recommendations relating to agricultural sustainability, labor, workforce development, and economic conditions in New York state.

Directs the task force to report findings and recommendations to the governor and legislative leadership by November 1, 2021.

Authorizes the task force to request and utilize facilities, resources, and data from any state court, department, agency, or political subdivision; task force members receive no compensation.
