Requires the police commissioner to report in writing to the Civilian Complaint Review Board within 45 days when imposing different discipline than recommended by the board or deputy commissioner.

Mandates the police commissioner provide detailed written explanation of reasons for deviating from the board's recommendation or the deputy commissioner's recommendation.

Requires disciplinary matters where the police commissioner imposes lower penalties than recommended to be referred to a neutral arbitrator from a mayor-appointed panel for a hearing and final decision.

Limits arbitrator authority to determining guilt or innocence and appropriateness of proposed penalties, prohibiting arbitrators from exceeding the penalty recommended by the board.

Takes effect 120 days after enactment.
