Requires all licensed pet dealers in New York to install and maintain fire protection systems (detection, alarms, suppression, smoke control) at all retail and wholesale facilities where animals are housed, sold, or traded.

Fire protection systems must comply with New York City Building Code and Fire Code in the five boroughs, or the New York State Uniform Fire Prevention and Building Code outside the five boroughs, including any applicable local standards.

Pet dealers must immediately notify code enforcement and restore systems to working order if any fire protection system becomes inoperative.

Applies to existing buildings and new construction but excludes buildings zoned residential; defines "pet dealer" and "animal" by reference to existing agriculture and markets law definitions.

Takes effect one year after enactment, with an additional year for buildings already in existence or under construction with approved plans as of the effective date to achieve compliance.
