Prohibits lobbyists, political action committees, labor unions, and persons registered with the state board of elections from making loans to candidates or political committees.

Exempts lobbyists from the prohibition when making loans to themselves or their own political committee if the lobbyist is a candidate for office.

Defines lobbyists according to subdivision (a) of section one-c of the legislative law or subdivision (a) of section 3-211 of the New York city administrative code.

Takes effect immediately upon passage.
