Allows any qualified voter to vote as an absentee voter during a state disaster emergency, as defined in section 20 of the executive law, for any election including primary, general, special, village, and school district elections.

Requires boards of elections to automatically mail absentee ballots to all registered and qualified voters in their county or city during a state disaster emergency, no later than 30 days before the scheduled election.

For primary elections during a state disaster emergency, boards shall only deliver ballots for the party in which the voter is enrolled; no ballot is sent if the primary is uncontested except for committee positions.

Permits voters to request their absentee ballot be mailed to an address other than their permanent residence if they expect to be absent from their county or city during a state disaster emergency.

Takes effect immediately upon enactment.
