Requires beer retailers selling kegs (vessels containing 4+ gallons) for off-premises consumption to attach an identification label or tag to each keg at time of sale, containing the retailer's name and address, purchaser's name, and a unique identification number.

Mandates retailers collect a $50 non-refundable registration deposit on each keg sold; deposit is forfeited if the keg is not returned within 30 days or if the identification label or tag is missing or damaged upon return.

Requires retailers to collect a signed statement from purchasers attesting they will not allow illegal consumption and to maintain records including purchaser name, address, identification card number, purchase date/time, and keg identification number for 90 days from return.

Establishes a $25 refundable deposit on taps provided to customers, with the deposit forfeited if not returned within 30 days of purchase.

Prohibits unauthorized removal or damage of keg identification labels or tags, with violations subject to fines between $250 and $450; authorizes the Alcoholic Beverage Control Authority to promulgate implementing regulations and provide labels or tags to licensees at manufacturing cost.
