Changes election law language from "voting machines" to "voting systems" throughout the statute to reflect modern voting equipment terminology.

Converts board of elections authority from permissive ("may permit") to mandatory ("shall, whenever possible, permit") regarding equipment use by towns, villages, school districts, and special districts within the county.

Requires the board of elections to determine rental costs for voting systems based on actual expenses incurred by the board, rather than allowing discretionary "rental and other" terms.

Allows the board to permit voting system use by associations and organizations for elections when deemed in the public interest.

Takes effect on January 1st following the date the bill becomes law.
