Amends the Agriculture and Markets Law to require the establishment of a one-stop toll-free hotline in partnership with Cornell Cooperative Extension for farmers and agricultural professionals.

Hotline shall provide information and referral services regarding governmental and private programs that assist in establishing and expanding farm and agricultural businesses.

Services to include information on grant opportunities, agricultural research, marketing possibilities, and other agricultural resources.

Hotline service shall be provided at no charge to users.

Requires appropriation for implementation and takes effect immediately upon enactment.
