Requires original equipment manufacturers to make parts, tools, and documentation available to independent repair providers and equipment owners on fair and reasonable terms for diagnosis, maintenance, and repair of digital electronic equipment valued over $10.

Defines "fair and reasonable terms" as providing documentation at no charge (except reasonable printing/shipping costs), tools at no charge without authorization requirements, and parts at costs equivalent to those offered to authorized repair providers.

Prohibits manufacturers from retaliating against authorized repair providers who sell parts, tools, or documentation to independent repairers, and prevents conditioning access on unnecessary restrictions or formal repair agreements.

Excludes motor vehicles, medical devices, off-road equipment, gaming consoles, and home appliances with embedded digital components from the requirement.

Authorizes the Attorney General to enforce the law, with civil penalties up to $500 per violation, and takes effect one year after enactment.
