NY S04135

Establishes a New York state business contract database to be created, operated, and maintained by the state comptroller and made publicly accessible to identify persons with business relationships with the state.

Defines "business relationships with the state" as contracts for procurement of goods, services, or construction entered into without competitive bidding under state finance law articles nine and eleven.

Limits candidates and their political committees to accepting no more than $400 in aggregate contributions from any person or entity with a business relationship with the state.

Requires the state comptroller to update the database at least monthly during general election years and mandates all state agencies provide necessary information to maintain the database.

Takes effect January 1, 2023.
