Requires each New York presidential elector to cast ballots for the presidential and vice presidential candidates nominated by the political party that nominated that elector.

Specifies that refusal or failure to vote for the party-nominated candidates constitutes automatic resignation from the office of elector, and such votes shall not be recorded.

Mandates that ballots used by electors bear the elector's name and that remaining electors fill any vacancy in accordance with existing law (section 12-104).

Clarifies that this requirement does not modify or repeal New York's participation in the National Popular Vote Interstate Compact (title four of the election law).

Takes effect immediately upon enactment.
