Permits possession of electronic dart guns and electronic stun guns on owned or leased property, residences, or business establishments for self-defense purposes under circumstances that would justify physical force under Article 35.

Prohibits possession by persons under 18 years of age, those previously convicted of felonies or assault crimes in New York or other states, or anyone convicted of crimes that would constitute felonies or assault in New York.

Requires the Department of Health to develop regulations establishing maximum allowable charge levels for devices and mandatory warning labels on all electronic dart guns and electronic stun guns sold.

Authorizes licensed firearms dealers and state police-approved vendors to sell electronic dart guns and electronic stun guns, with limits of no more than two devices per individual purchaser and requirements for age verification and sworn statements regarding purchaser eligibility.

Amends the penal law to include electronic dart guns and electronic stun guns in the crime of obstructing governmental administration, making it a class D felony to discharge such devices against police or peace officers.
