Amends Education Law Section 4403 to require school districts to provide parents of students with disabilities all evaluations, individualized education programs (IEPs), and related implementation documents translated into their primary language upon request.

Parents or persons in parental relation must complete and submit a department-provided form to authorize translation and release of documents in compliance with state and federal privacy laws.

Department of Education must issue translation request forms, make them available to schools upon request, and publish them on the department website.

Prohibits translation of documents from delaying implementation of a student's individualized education program or other services.

School districts are not liable for failures by the department to provide accurate translations.
