Amends Public Officers Law Section 103(c) to require public bodies using videoconferencing to conduct meetings to provide public attendance, listening, and observation opportunities at any public site where a member participates.

Modifies language to specify "public site" as the location where public access must be provided during videoconferenced meetings.

Takes effect immediately upon enactment.
