Requires the Department of Environmental Conservation to establish ambient air quality standards for seven toxic air contaminants (benzene, formaldehyde, vinyl chloride, polychlorinated dibenzodioxins, polychlorinated dibenzofurans, trichloroethylene, and mercury) by July 1, 2022.

Mandates owners and operators of major sources (facilities emitting 10+ tons per year of a single toxic contaminant or 25+ tons per year of a combination) located in or within one mile of environmental justice communities to submit fenceline monitoring plans by July 1, 2022 and install monitoring systems within 30 days of approval.

Requires quarterly public reporting of fenceline monitoring results compared against the new air quality standards, without adjustments for upwind sources.

Prohibits any person from emitting toxic air contaminants that violate the ambient air quality standards and prevents permits from being issued to major sources unless they demonstrate compliance with the standards.

Establishes a community benefit fund in the state comptroller's custody to receive civil penalties from violating major sources, with funds used for environmental benefit projects that directly benefit adjacent environmental justice communities.
