Establishes a parent and student training center operated by the City University of New York to provide support and training for parents of New York City public school students, with centers in all five boroughs.

Center shall conduct training programs for parents to increase participation in school governance structures including school leadership teams, community education councils, and parent associations.

Center shall provide outreach to increase diversity in governance structures and prioritize support in community districts with lower graduation and retention rates.

Center shall assist parents and students in understanding the Department of Education's operations, special education and gifted programs, English Language Learner programs, enrollment procedures, and other education policies and strategies.

Annual funding limited to eight hundred thousand dollars per year, with the city of New York providing matching funds to state appropriations; center must remain non-partisan and neutral on policy matters.
