Reduces the petition signature requirement for library funding increases in municipalities from 10% of gubernatorial election voters to 25 qualified voters for 2021 only.

Lowers nominating petition requirements for school district library trustees from the standard percentage-based threshold to a minimum of 25 qualified voters for 2021 only.

Reduces nomination petition signatures for union free school district board members from the 2019 voter participation baseline to 25 signatures or 2% of voters, whichever is greater.

Lowers nomination petition signatures for city school district board members from 100 to 50 qualified voters, and reduces Rochester public library officer petitions from 1,000 to 300 signatures, and Buffalo board of education petitions from 500-1,000 to 300 signatures.

Expires on December 31, 2021, with all provisions automatically repealed unless renewed.
