Amends Article 13-BB of the General Municipal Law to expand adopt-a-municipal program eligibility to include lakes alongside existing parks, shorelines, and roadways.

Authorizes county, city, town, and village governing bodies to enter into agreements with volunteers or groups to reduce and remove litter from municipal parks, shorelines, roadways, lakes, and public lands.

Requires agreements to include provision of trash bags and pickup services, safety briefings, and reflective safety gear for volunteers working near moving vehicles.

Requires municipalities to install identifying signs recognizing volunteers or groups adopting particular municipal parks, shorelines, roadways, lakes, or sections of public land.

Provides liability protection to municipalities and their employees for damages resulting from volunteer or group actions or activities under these programs.
