Authorizes the New York State Department of Transportation Commissioner to assume jurisdiction over a south-bound service road and associated ramp sections parallel to State Route 8 and 12 in the town of Deerfield, Oneida County, effective April 1, 2022

The transferred road extends from the city of Utica line north to the Mulaney Road interchange and includes pavement, shoulders, drainage systems, landscaping, curbs, and guiderails

The road was originally built under NYSDOT contract D250071 in 1982 and must have been previously approved for abandonment by the town's legislative body

Authorizes the state commissioner and town of Deerfield to permanently close portions of the transferred highway if necessary due to flooding or erosion, provided property access to public highways is maintained

Transfers all right, title, and interest of the town in the road to the state, and the acquisition is deemed an acquisition under Highway Law section 30
