Restricts campaign fund expenditures to only bona fide purposes directly related to promoting a candidate's nomination or election, or performing duties of public office or party position that are unpaid or ineligible for reimbursement.

Defines personal use conversions of campaign funds to include expenditures for personal benefit, normal living expenses, or expenses that would exist regardless of the candidate's campaign or office duties.

Specifically prohibits personal use expenditures including residential items, tuition, entertainment admissions, private club dues, vehicle purchases or long-term leases, and payment of fines or penalties.

Requires disposition of campaign funds within twelve months following a candidate's death through returning funds to contributors, donating to charitable organizations or universities, donating to the state's general fund, or transferring to political party committees or candidates within contribution limits.

Takes effect sixty days after enactment, with the state board of elections required to notify all registered campaign committees of applicable provisions within thirty days.
