Requires the Commissioner of Agriculture and Markets, in consultation with the Commissioner of Environmental Conservation, to develop a plan for removing and remediating waste tires used in agricultural production that addresses vector threats and provides farmers with technical expertise and financial assistance.

Authorizes the waste management and cleanup fund to pay for costs associated with removal and remediation of waste tires in accordance with the agricultural waste tire plan, exempting these funds from standard cost recovery requirements through litigation or cooperative agreements.

Expands eligible uses of the waste management and cleanup fund to include conducting an updated market analysis of waste tire utilization outlets, specifically excluding incineration as an option.

Takes effect 120 days after enactment, with authorization for agencies to adopt necessary rules and regulations immediately upon enactment.
