Requires providers of residential facilities for persons with developmental disabilities (including family care homes) to provide free, uninterrupted high-quality internet access and wireless networks to all residents.

Defines "high quality internet service" as at least 10 megabits per second download and upload speeds, or the maximum commercially available speeds if higher speeds are unavailable in the region.

Exempts facilities in geographic regions with limited or no access to high-quality internet service upon commissioner approval, and exempts residents whose treatment team determines internet access is not clinically appropriate.

Prohibits facilities from charging any fees related to internet access, wireless connectivity, or devices used to receive or provide internet access.

Requires facilities to take reasonable steps to protect resident privacy and safety while providing internet access, limiting use of personal information only to what is necessary for service requirements.

Takes effect 180 days after enactment, with regulations authorized to be implemented immediately.
