Amends the definition of "unlawfully fleeing" to apply to any vehicle licensed by the NYC Taxi and Limousine Commission, removing the previous restriction that only applied to HAIL-licensed vehicles in specific zones.

Expands the scope of officers that trigger the fleeing prohibition to include "an enforcement officer of the commission" in addition to police officers.

Maintains the misdemeanor penalty of a fine between $750 and $1,000, or imprisonment of not more than 90 days, or both.

Clarifies that fleeing can occur either on foot or by setting a vehicle in motion, and includes conduct involving traveling over 300 feet without stopping or engaging in reckless driving as defined in Vehicle and Traffic Law Section 1212.

Takes effect immediately upon enactment.
