Adds new provision to aggravated animal cruelty law making it an offense when someone commits animal cruelty under Section 353 and has been previously convicted of animal cruelty within the past 10 years.

Changes sentencing for aggravated cruelty to animals from a definite sentence not exceeding 2 years to a class E felony.

Elevates conviction to a class D felony if defendant previously convicted of animal cruelty under Section 353.

Elevates conviction to a class C felony if defendant previously convicted of aggravated animal cruelty under this section.
