Prohibits municipalities (counties, towns, villages, cities, and related agencies) from selling or displaying symbols of hate or property inscribed with such images, with exceptions for educational, historical, or museum purposes and appearances in books or digital media.

Prohibits fire districts, volunteer fire companies, and police departments from selling or displaying symbols of hate or inscribed property under the same exceptions.

Prohibits school districts from selling or displaying symbols of hate or inscribed property under the same exceptions.

Defines "symbols of hate" to include white supremacy symbols, neo-Nazi ideology symbols, and the Battle Flag of the Confederacy, though the definition is not limited to these examples.

Takes effect immediately upon enactment.
