Establishes a state goal to conserve at least 30 percent of New York state's land by 2030 as part of efforts to combat biodiversity and climate crises.

Requires the Department of Environmental Conservation and the Office of Parks, Historic Preservation and Recreation to include strategies in the state land acquisition plan addressing biodiversity protection, habitat restoration, wildfire resilience, and climate resilience.

Mandates the plan include safeguards for economic and food security, protections for equitable outdoor access, and collaboration with federal research institutions and tribal partners to incorporate traditional ecological knowledge.

Directs the department to use existing authorities to identify and implement actions accelerating natural carbon removal and building climate resilience in forests, wetlands, agricultural soils, and urban greenspaces, with focus on serving low-income and disadvantaged communities.

Updates submission deadlines for the draft plan to February 1, 2022 and the final plan to February 1, 2023, with updates required every three years thereafter.
