Grants Justin Whitmore retroactive membership in the New York state and local employees' retirement system effective July 7, 2007, when he began employment as a seasonal employee at Sampson State Park.

Awards Whitmore Tier IV status in the retirement system and requires him to file a written request with the state comptroller within one year of the act's effective date.

Directs the state of New York to bear all past service costs associated with the retroactive membership.

Imposes an immediate one-time past service cost of approximately $34,200 on the state and an estimated annual contribution increase of $9,300 for the City of Rochester beginning in fiscal year 2023.

Takes effect immediately upon enactment.
