Allows civic organizations and ballot issue committees to appoint up to two nonpartisan poll monitors per polling place to observe election procedures and voter protection.

Requires organizations to file a statement with the state board of elections between 30-45 days before an election, with approval or denial issued within two business days, and allows appeals to state board commissioners.

Poll monitors must be registered voters in the county where they monitor, wear badges with credentials issued by county boards of elections, and cannot be candidates, relatives of candidates, or law enforcement officers.

Authorizes monitors to observe election inspector duties, report improper ballot handling or campaigning, remain during vote canvassing, assist voters, and keep records.

Limits total nonpartisan monitors to no more than two from any single organization at a polling place, with a maximum of four separate organizations or committees represented at any time.
