Establishes election day voter registration allowing qualified voters not on the checklist to register and vote at polling places on election day, state primary elections, and all town, city, and school district elections.

Expands absentee voting by requiring boards of elections to mail absentee ballots to every registered and qualified voter at least 30 days before scheduled elections, eliminating the previous requirement that voters provide a reason for voting absentee.

Creates a centralized statewide voter registration database system to be implemented within one year, with all county boards required to utilize it within two years for maintaining voter registration information and enabling real-time access to voter data.

Allows absentee voters unable to sign due to illness, disability, or inability to read to mark a ballot with one witness instead of signing, and permits voters to request absentee ballots be mailed to addresses other than their permanent residence.

Presumes special ballots cast by election employees are valid absent affirmative proof of fraud, and modifies voter affidavit requirements to allow voters to register on election day if their name is missing from registration lists.
