Prohibits manufacturers from importing for profit, selling, or offering for sale in New York any cosmetic tested on animals after January 1, 2022, if the manufacturer knew or reasonably should have known animal testing was conducted by or on behalf of the manufacturer or its suppliers.

Defines "cosmetic" to include articles applied to the human body for cleansing or beautifying purposes, including personal hygiene products like deodorant, shampoo, and conditioner.

Exempts animal testing required by federal or state regulatory agencies when the ingredient is widely used and cannot be replaced, a specific health problem is substantiated, and no alternative testing method exists.

Provides exceptions for cosmetics or ingredients tested on animals before the law's effective date, testing conducted for foreign regulatory requirements where evidence was not relied upon for safety substantiation, and testing unrelated to cosmetics.

Authorizes the attorney general to investigate violations, review testing data under protective order, and impose civil penalties of up to $5,000 for the first violation and up to $1,000 per day for continuing violations; preempts local jurisdictions from establishing different animal testing prohibitions.
