Amends Election Law Section 8-600 to require the county seat in Seneca County to have at least one designated early voting polling place.

Early voting polling places must be designated by the board of elections and may include the board's own offices.

If the municipality with the highest population (or the Seneca County seat) has public transportation routes, the early voting polling place shall be situated along those routes when practicable.

Counties must designate at least one early voting polling place for every 50,000 registered voters, with a maximum of ten polling places per county unless required otherwise by law.

Takes effect immediately upon enactment.
