Requires the Department of Agriculture and Markets to issue "code blue" alerts for cold weather (temperatures of 25°F or lower without precipitation, 32°F or lower with precipitation, or wind-chill of 0°F or less for 2+ hours) and "code red" alerts for heat conditions (heat index of 95-99°F for 2+ consecutive days or 100-104°F at any time).

Prohibits owners or guardians from leaving companion animals outside during code red or code blue alerts, or confined in vehicles without proper ventilation during extreme weather when such confinement poses imminent danger of death or serious physical injury.

Authorizes animal control officers, dog control officers, police officers, peace officers, and humane society agents to issue warnings for violations and seize companion animals if owners fail to comply; removed animals must be delivered to a local humane society or animal protection organization after emergency veterinary treatment if needed.

Establishes penalties of up to $1,000 for first offense and up to $2,000 for subsequent violations of the outdoor/vehicle confinement restrictions.

Exempts animals with appropriate shelter meeting minimum standards (waterproof housing with proper insulation, adequate space for movement, regular cleaning) and working dogs from the alert requirements.
