Amends election law section 8-500 to permit attorneys licensed to practice law in New York State to serve as poll watchers, regardless of residency in the specific city or county where they serve.

Maintains existing requirement that watchers be qualified voters of the city or county where they serve, with the attorney exception adding flexibility to the residency restriction.

Preserves prohibition on candidates for public office serving as watchers in the same election district where they are running.

Allows candidates to visit polling places on election day while polls are open, separate from their ability to serve as official watchers.

Takes effect immediately upon enactment.
