S. 5053 - New York City Beacon School Act

• Authorizes all public elementary and secondary schools in New York City to operate as Beacon schools, which function as community centers offering before/after school programs, evening and weekend activities, and services for youth and adults.

• Requires Beacon schools to address youth development, academic support, parent/family involvement, and neighborhood safety through recreational programs, social services, educational enrichment, and vocational activities.

• Mandates each Beacon school establish an advisory council with volunteer community representatives to guide programming, conduct needs assessments, evaluate services, and work with local police and juvenile justice departments on violence reduction initiatives.

• Requires the City of New York to provide annual funding for Beacon school implementation, with the state matching the city's appropriation amount.

• Takes effect 365 days after becoming law.
