Requires the Commissioner of Developmental Disabilities to establish a tiered eligibility program for individuals with learning disabilities and complex neurological impairments (including autism spectrum disorders and Asperger's Syndrome) seeking services.

Tier One provides up to six months of intensive service navigation to individuals in crisis or requiring immediate support, with services ending early if needs are resolved.

Tier Two extends services for up to an additional six months, continuing crisis intervention efforts while assessing the individual's adaptive behavior and preparing them for full office eligibility determination.

Directs the Commissioner to develop a reimbursement methodology for intensive service navigation that covers service providers' reasonable costs through the standard cost reimbursement process.

Takes effect 180 days after becoming law, with the Commissioner authorized to adopt necessary rules and regulations immediately.
