Authorizes and directs the Commissioner of Agriculture and Markets to conduct a study on vertical farming and its effects on locally grown food access, job creation, educational opportunities, and environmental impacts

Requires the Commissioner to deliver a report to the Governor, Senate Temporary President, Assembly Speaker, and minority leaders of both chambers within one year of the act's effective date

Report shall include recommendations for legislation and administrative programs related to the use of vertical farms

Takes effect immediately upon enactment
