Removes Beacon from the list of cities exempted from Article 3 of the General City Law under Section 57, subdivision 1

Adds Beacon to the list of cities exempted from Article 3 (with the exception of Section 56-a) under Section 57, subdivision 2, alongside Glens Falls and Middletown

Enables the city of Beacon to sell excess sewage capacity to private corporations and individuals located outside city limits

Takes effect immediately upon enactment
