Authorizes licensed mental health counselors, marriage and family therapists, and psychoanalysts to diagnose mental health conditions and develop assessment-based treatment plans upon obtaining a certificate to diagnose from the commissioner.

Establishes two pathways for obtaining a certificate to diagnose: a standard pathway requiring a master's degree with 12 clinical credit hours plus 2,000-3,000 hours of post-master's supervised experience, and an alternative pathway for currently licensed practitioners requiring 12 clinical credit hours with 3 hours in diagnosis content.

Adds $175 fee for the certificate to diagnose authorization in addition to existing license fees of $175 for initial license and $170 for triennial registration.

Extends limited permits for mental health practitioners from two to three years, renewable for up to two additional one-year periods.

Allows licensed mental health counselors, marriage and family therapists, and psychoanalysts employed in state-regulated programs prior to June 24, 2022 to diagnose and develop treatment plans without a certificate until two years after the law's effective date.
