Removes the prohibition on commuter vans accepting hails from prospective passengers in the street, allowing them the same street-hailing privileges as licensed taxicabs.

Amends the definition of "commuter van" in the administrative code to delete language prohibiting acceptance of street hails while maintaining the 9-20 passenger seating capacity requirement.

Modifies section 19-504 to permit duly licensed commuter vans to accept hails from passengers in the street, aligning their operational permissions with taxicabs.

Repeals subdivision b of section 19-516, which previously restricted commuter van passenger acceptance practices.

Takes effect immediately upon enactment.
