Expands municipal contracting authority to allow purchases and service contracts through any governmental entity contract (federal, state, or other political subdivisions) that was awarded to the lowest responsible bidder or on a best value basis.

Removes the previous restriction limiting such purchases to only apparatus, materials, equipment, supplies and their related installation, maintenance, or repair services.

Requires political subdivisions other than cities with one million or more residents to adopt a local law, rule, regulation, or resolution before using best value contracts from other governmental entities.

Maintains compliance requirements with minority and women-owned business enterprise program mandates and preferred source requirements under state finance law.

Takes effect immediately upon enactment.
