Establishes the "New York state YouthBuild act" to support economically disadvantaged youth ages 16-24 who have not completed high school through education, job training, and community service programs.

Authorizes the Labor Commissioner to award grants to eligible not-for-profit and public agencies to provide integrated education and occupational skills training in construction, agriculture, health care, information technology, hospitality/culinary, advanced manufacturing, logistics, and retail services.

Requires YouthBuild programs to provide participants with at least minimum wage stipends for work training, counseling services, and 12 months of post-graduation job placement assistance; program participation must last 6-24 months.

Limits eligible participants to youth who are economically disadvantaged and either not attending school without a diploma, at risk of dropping out, or very low-income (at or below 50% of area median income); allows up to 25% exceptions for those with educational needs despite having a diploma.

Prioritizes funding to applicants with prior YouthBuild experience and requires applicants to be licensed YouthBuild USA affiliates or current U.S. Department of Labor YouthBuild grantees; takes effect one year after enactment.
