Amends Elder Law Section 203 to authorize the office to contract with one or more statewide organizations to establish a databank of individuals willing to volunteer for aging-related programs.

Requires the office to establish guidelines for databank use, including requirements for data entry, confidentiality, screening, access, and data correction.

Authorizes development of voluntary training programs to train volunteers for specific tasks and to train not-for-profit organization staff in effectively using volunteers.

Permits the office to consult with State University of New York and City University of New York when developing training curricula.

Takes effect immediately, with databank and training provisions becoming effective on April 1st occurring at least one year after enactment.
