Requires all residential occupancies in buildings over 125 feet tall to designate safe spaces equipped with emergency medical supplies for vulnerable occupants during power outages or emergencies that do not require evacuation.

Mandates emergency evacuation plans for vulnerable occupants (elderly, chronically ill, disabled, or mentally ill persons) in all residential occupancies, including special employee procedures and periodic updates based on occupant needs.

Requires posting of evacuation route diagrams on or near all interior stairwell doors and occupant evacuation elevators, and distribution of evacuation plans to vulnerable occupants prior to initial occupancy.

Establishes a voluntary registry of elderly or disabled persons in naturally occurring retirement communities, maintained by covered municipalities and updated every six months, to identify those needing evacuation assistance and medical supplies during emergencies.

Requires emergency power systems in buildings over 125 feet tall to support at least one elevator serving all floors and electricity for dedicated safe spaces, in addition to existing exit signs, voice communications systems, and fire pumps.
