Amends Mental Hygiene Law to add section 13.38-a establishing requirements for placement of registered sex offenders with developmental disabilities by the Office for People with Developmental Disabilities

Defines "registered sex offender" to include all offenders under Correction Law Article 6-C, except Level One offenders not designated as sexual predators, sexually violent offenders, or predicate sex offenders

Requires the Office to designate specific residential placements exclusively for registered sex offenders with developmental disabilities and ensure geographic dispersal throughout the state

Prohibits placement of registered sex offenders in any residential facility other than those specifically designated for them, with exception for offenders already successfully placed in developmental disability residential placements

Requires the Office to develop a staffing model for these placements including adequate staff-to-resident ratios and appropriate training, and to conduct law enforcement outreach during transitional care
