Establishes a bureau of the senior tenants' advocate within the New York State Office for the Aging to assist senior tenants with complaints involving housing and community renewal, landlord disputes, rent increases, and related housing matters.

Governor appoints a state senior tenants' advocate with expertise in landlord and tenant law to administer the bureau, report directly to the office director, and appoint authorized representatives.

Senior tenants' advocate shall identify and resolve senior tenant complaints by referring them to appropriate agencies, provide information about assistance programs, and monitor federal, state, and local housing policies affecting seniors.

Prohibits retaliation or discrimination against any tenant who files a complaint with the senior tenants' advocate or provides statements and testimony related to such complaints.

Requires the senior tenants' advocate to submit an annual report to the governor, legislature, and director containing complaint data, analysis of recurring problems, and recommendations for legislation and policy changes; takes effect 180 days after enactment.
