Creates a city-wide council for district seventy-five consisting of 11 voting members and 1 non-voting member

Nine voting members shall be parents of students receiving city-wide special education services in district seventy-five, selected through a representative process developed by the chancellor, serving two-year terms

Two voting members appointed by the Public Advocate with experience and knowledge in educating, training, or employing individuals with disabilities, serving two-year terms

One non-voting member who is a high school senior within district seventy-five, appointed by the chancellor's designated special education administrator, serving a one-year term

Council shall advise on educational policies, issue annual reports on service effectiveness with improvement recommendations, and hold at least monthly public meetings where the public may discuss district seventy-five issues

Vacancies filled by the council through a chancellor-developed process with district seventy-five parent consultation, except positions appointed by the Public Advocate which are filled by the Public Advocate
