Amends penalty provisions for false statements submitted to NYC Department of Buildings to distinguish between licensed professionals (architects, engineers, landscape architects) and other persons.

For unlicensed persons, the commissioner may refuse documents after a hearing finding they knowingly or negligently made false statements or falsified certificates or applications.

For licensed professionals under Education Law articles 145, 147, or 148, the commissioner may refuse documents based on disciplinary findings under Education Law section 6510.

Requires the Department of Buildings to verify that professional qualifications and contact information of applicants match records maintained by the New York State Department of Education.

Clarifies that the NYC Buildings Commissioner may adopt additional rules for limitation of filing privileges consistent with state and local law, removing specific language about architects and professional engineers.
