Requires commissioners of health, office for the aging, office of children and family services, office for people with developmental disabilities, office of mental health, and department of labor to conduct a multi-agency study on issues impacting formal and informal caregivers in New York State.

Study must assess the current paid caregiver workforce, estimate the number of informal caregivers, and project caregiver needs for the state's regions for the next ten years.

Study must review compensation adequacy for paid caregivers, state training and recruitment programs, support programs for unpaid caregivers, licensing and certification issues, worker protections, and opportunities to consolidate duplicative programs.

Commissioners must submit findings, conclusions, and recommendations to the governor, temporary president of the senate, and speaker of the assembly within one year of the act's effective date, and post the report on their websites.

Act takes effect immediately upon enactment.
