Allows inmates incarcerated in state or local correctional facilities to vote while maintaining residency in their pre-incarceration county, city, town, and/or village.

Repeals provisions of election law that previously disqualified individuals convicted of felonies from voting.

Prohibits cancellation of voter registration while a person is incarcerated in a correctional facility.

Requires the Department of Corrections to establish a program in collaboration with state and county boards of election to facilitate inmate voter registration and voting, including access to absentee ballots.

Takes effect 90 days after enactment, with regulations for implementation authorized immediately upon passage.
