Establishes a senior dental services grant program under the New York Office for the Aging to provide dental services to eligible elderly persons (age 65 and older) who lack dental insurance.

Eligibility limited to unmarried elderly residents with income at or below 200% of federal poverty level for a household of one, or married residents with combined spousal income at or below 200% of federal poverty level for a household of two.

Authorizes selection of up to six grant recipients through a request for proposal process, with priority given to accredited educational programs or existing dental clinics serving low-income elderly, with consideration for geographic distribution.

Grants may be used for direct provision of dental care, equipment purchases, and travel expenses for eligible participants over a 24-month coverage period.

Requires annual reports to the Governor and Legislature on program operations, financial status, effectiveness, and recommendations for continuation or expansion; establishes civil penalties up to $250 for applicants who make false statements on grant applications.
